Dr. Shi (Tim) Lu has more than twenty-three years of experience in Structural Mechanics and Risk Assessment/Management related to natural hazardous phenomena, Structural Engineering, Engineering Mechanics, Dynamics, Nonlinear Analysis, and Finite Element Analysis. His areas of specialties include soil-structure interaction (SSI), structure and equipment evaluation and qualifications, fragility analyses for seismic probabilistic risk assessments (PRA), containment overpressure evaluation beyond conventional design basis, decommissioning of nuclear power plants, steam generator replacement projects for power generating stations, and development of computer application software. In addition to a comprehensive theoretical background and a clear understanding of practical engineering issues, Dr. Lu has extensive experience with project management, project oversight, nuclear quality assurance programs, and client interactions.
Dr. Lu has participated in the risk assessment of civil structural systems against natural disasters and fragility computation of civil structures, special purpose building structures, and equipment for existing plants as well as for licensing efforts of the new generation of nuclear power plants (NPP). He participated as project manager and/or principal analyst in the seismic structures analyses for more than forty nuclear power generating stations in the United States, in support of the post-Fukushima efforts, the USNRC A-46 Generic Letter, and the IPEEE Programs. Dr. Lu generated in-structure seismic responses for a wide range of ground motion input levels between 0.20g and 0.67g that were critical to the successful revisions of PRA results of those nuclear power plants and facilities.
Dr. Lu has helped to enhance and promote technology and information exchange among colleagues and researchers in the U.S. and abroad. He was invited to and participated in the current revision of the seismic design code for structures at NPP in China. In May 2012 he was an invited key presenter at the workshop on seismic margins assessment methodology and fragility calculations at China Nuclear Power Engineering Corp, Beijing, China. He made significant contributions to the ASCE Standard on Independent Peer Review of Civil Engineering Projects. Dr. Lu initiated and was one of the organizers of the Seismic Issues in Nuclear Power Plant Design and Analysis Seminar held at Tsinghua University, Beijing, China in May 1994. He initiated and was one of the key-note speakers at the Symposium Series on Earthquake Design of Structure at the Hong Kong University of Science and Technology in May 1996. He was the principal investigator of research grants awarded by U.S. National Science Foundation to conduct collaborative research on Earthquake Loss Estimates to Urban Areas. Dr. Lu was appointed as an Honorary Overseas Senior Advisor on the Senior Advisory Board of Beijing Institute of Nuclear Engineering (BINE/CNPE) and was a Project Manager in a joint effort with BINE for the Ling-Ao Nuclear Power Plant structural seismic design project in Southern China. He held an appointment in 1999 to the Science & Technology Advisory Committee of the China Guangdong Nuclear Power Holding Company, Ltd.
